Unless he worked that case himself, he wouldn't know. It's not like everyone at KGB knows identities of all intelligence assets, past and present. And it looks like at the time he did not have a need to know. MVD was not in the business of recruiting foreigners.

If wanted to cause some confusion in a foreign rival I'd claim I'd recruited their head of state as an agent, even if I hadn't.

Oh yes. I'm sure that everyone has at least three ulterior motives.
